MINUTES OF THE MEETING FOR THE EVALUATION OF THE APPLICATIONS FOR THE ROLE OF EXTERNAL AUDITOR – RELINT PROJECT “CIRCULAR COOPERATION / CC IN MALI”

On 11 July 2025, the working group in charge of selecting the External Auditor met, in the presence of Agostino Sella (President and Legal Representative of the Don Bosco 2000 Business Association), Roberta La Cara (Attorney of the Association), Antonino Sella (Board Member) and Davide Piras (Project Manager), with the aim of examining and comparatively evaluating the applications received for the identification of the External Auditor to be appointed as part of the project “Circular Cooperation / CC in Mali”.

This selection is provided for pursuant to Article 7 of the RELINT Convention, signed between the Beneficiary and the International Relations Office of the Ministry of the Interior, and in accordance with the provisions of the External Auditor’s Vademecum (Annex 4) and the Expense Reporting Manual (Annex 3) of the same agreement.

In line with the provisions of the aforementioned documents, the selection of the external auditor must be based on minimum requirements and merit criteria, which guarantee:

• documented experience in auditing and controlling international cooperation initiatives;
• registration for at least three years in the Register of Chartered Accountants and/or in the Register of Statutory Auditors (Legislative Decree 39/2010);
• compliance with international ethical and technical standards (IFAC, IESBA);
• independence, integrity and absence of conflicts of interest;
• ability to guarantee continuity of the assignment for the entire duration of the initiative; • knowledge and application of Italian regulations and of the country of implementation of the project (in this case, Mali);
• willingness to transmit the documentation according to the timing and models provided for in the contract, including the certification Form 5 and the documentary checks indicated in Annex 3.
